All over the world, rescue teams and restoration services attend to the different disaster affected areas around the world as they usually help out with the flood cleanup process and the giving of medical attention. Unfortunately, it remains to be that there is not enough manpower to immediately attend to all the different disasters all over the world. In effect, the damage created by these natural disasters and floods is not controlled immediately therefore magnifying its destructive force. Since technology to prevent the typhoons or earthquakes and the like have not yet materialized, it is important to focus on what can be done to mitigate the damage caused and recover from the disaster as fast as possible.
One logical theory in controlling the damage and speeding up the flood cleanup process is to recruit more men to help out in these disaster-stricken areas. One untapped human resource pool that almost has limitless potential is the civilian population. In educating civilians and asking them to take responsibility for their fellow neighbors then it will greatly take the load off of cleanup crews and rescue teams as they will be able to focus on more complicated matters. The biggest obstacle to realizing this situation is that people are not always moved to action even if others are seen to be suffering. One way the government can promote this kind of movement is to create programs that educate people as to why and how they could help out in times of crisis. Although in the end, it will still be the choice of the masses if they will eventually decide to help out and sacrifice their time and energy for the needy.
Another human resource pool that countries can use is the multitude of convicted people who can be put to better use than just sitting around in their jail cells. These convicted people are guilty of a crime that they did against the goodness of their community so in a way they owe it to themselves and society to give something back. In allowing them to be a part of flood cleanup crews and other significant parties, then they are also given a chance to make up for all the wrong things they did in the past.
These are just a few of the many possibilities that can be done to improve our response to those who are in need. In simple terms, a little cooperation from everybody is all that is needed to make the world that much better to live in.
